JUNE 26, 2018 APPROVED REORGANIZATION CITY COUNCIL MEETING MINUTES

The Reorganization Meeting of Linton City Council was called to order by Mayor Tim Volk on Tuesday, June 26, 2018 at 5:00 p.m. Upon roll call, the following council members were present: Shelly Hauge, Randy Meidinger, Dan Imdieke, Linda Schumacher-Kelsch. Absent: James Gartner, Dennis Morris.

Also present: City Administrator Sharon Jangula, City Foreman Robert Job, City Attorney Joe Hanson, Mayor Elect Derrick Walker, Council Member Elect Jon Ptacek.

Motion made by Dan Imdieke, second by Linda Schumacher-Kelsch to approve the June 4, 2018 regular meeting minutes. Unanimous aye vote; motion carried.

Dennis Morris arrived at this time.

Discussion was held on clean-up notices which need to be sent to property owners. Bob Job gave an update on the shared-use path along Highway 83.
The council reviewed the official results of the city election received from the Emmons County Auditor. Motion made by Linda Schumacher-Kelsch, second by Shelly Hauge to accept the official results of the June 12, 2018 City Election. Unanimous aye vote. Motion carried. Election Results: Mayor: Derrick Walker-190, James Gartner-179, Randall Meidinger-23, Wayne Ehley-6; Ward I Council Member Jon Ptacek-11, James Gartner-4, Troy Scherr-3, Corbley Ogren-3, Other-20; Ward II Council Member: Daniel Imdieke-104, Other-3; Ward III Council Member: Shelly Hauge-84, Other-6; Park Board Member (2 elected): Herman (Fuzzy) Feist-336, Brian Flyber-278, Other-12; Municipal Judge: Jay Schmaltz–344, Other-1.

The Oath of Office was taken by all newly-elected officials.

Mayor Volk thanked everyone for their support during the last twelve years he served as mayor. Council President Dan Imdieke presented Mayor Volk with a plaque in appreciation for his many years of dedicated service to the city. Outgoing Mayor Tim Volk turned the meeting over to Mayor Derrick Walker.

Motion made by Linda Schumacher-Kelsch, second by Randy Meidinger for Dan Imdieke to serve as President of the city council. Motion carried 5-0-1. Dan Imdieke abstained from voting.

Motion made by Linda Schumacher-Kelsch, second by Shelly Hauge for Dennis Morris to serve as Vice President. Motion carried 5-0-1. Dennis Morris abstained from voting.

Motion made by Dan Imdieke, second by Jon Ptacek to approve the mayor’s appointment of Sharon Jangula as City Administrator/Auditor. Unanimous aye vote; motion carried.

Motion made by Randy Meidinger, second by Shelly Hauge to approve the mayor’s appointment of Joseph Hanson as City Attorney. Unanimous aye vote; motion carried.

Motion made by Linda Schumacher-Kelsch, second by Dennis Morris to approve the mayor’s appointment of the Emmons County Director of Tax Equalization as the City Assessor. Unanimous aye vote; motion carried.

Motion made by Randy Meidinger, second by Linda Schumacher-Kelsch for Dennis Morris to serves as City Council Representative on the Linton Airport Authority. Motion carried 5-0-1. Dennis Morris abstained from voting.

Motion made by Shelly Hauge, second by Linda Schumacher-Kelsch for Jon Ptacek to serve as City Council Representative for Forestry. Motion carried 5-0-1. Jon Ptacek abstained from voting.

Motion made by Randy Meidinger, second by Dan Imdieke for Linda Schumacher-Kelsch to serve as City Council Representative on the Harry L. Petrie Library Board. Motion carried 5-0-1. Linda Schumacher-Kelsch abstained from voting

Motion made by Dan Imdieke, second by Jon Ptacek for Linda Schumacher-Kelsch and Shelly Hauge to serve as City Council Representatives on the LIDC Board of Directors. Motion carried 4-0-2. Linda Schumacher-Kelsch and Shelly Hauge abstained from voting.

Motion made by Shelly Hauge, second by Linda Schumacher-Kelsch to have Emmons County Public Health serve as the City Health Officer. Unanimous aye vote, motion carried.

Motion made by Linda Schumacher-Kelsch, second by Shelly Hauge to have Dan Imdieke, Randy Meidinger and the City Health Officer serve as the Board of Health. Motion carried 4-0-2. Dan Imdieke and Randy Meidinger abstained from voting.

Discussion was held on the responsibilities and roles of the existing committees. After discussion, a motion was made by Dan Imdieke, second by Linda Schumacher-Kelsch to eliminate committees and have council members serve as council representatives in an advisory capacity to the city council. Unanimous aye vote; motion carried.

Motion made by Shelly Hauge, second by Linda Schumacher-Kelsch for Dan Imdieke and Jon Ptacek to serve as Council Representatives for the Garbage. Motion carried 4-0-2. Dan Imdieke and Jon Ptacek abstained from voting.

Motion made by Dan Imdieke, second by Shelly Hauge for Dennis Morris and Randy Meidinger to serve as Council Representatives for the Streets. Motion carried 4-0-2. Dennis Morris and Randy Meidinger abstained from voting.

Motion made by Linda Schumacher-Kelsch, second by Shelly Hauge for Dennis Morris and Randy Meidinger to serve as Council Representatives for the Water and Sewer. Motion carried 4-0-2. Dennis Morris and Randy Meidinger abstained from voting.

Motion made by Randy Meidinger, second by Linda Schumacher-Kelsch for Dan Imdieke and Jon Ptacek to serve as Council Representatives for City Buildings and Community Center. Motion carried 4-0-2. Dan Imdieke and Jon Ptacek abstained from voting.

Motion made by Randy Meidinger, second by Shelly Hauge for Dan Imdieke and Linda Schumacher-Kelsch to serve as Council Representatives for the Cemetery. Motion carried 4-0-2. Dan Imdieke and Linda Schumacher-Kelsch abstained from voting.

Motion made by Randy Meidinger, second by Dan Imdieke for Derrick Walker, Linda Schumacher-Kelsch and Shelly Hauge to serve as Council Representatives for Policing. Motion carried 4-0-2. Shelly Hauge and Linda Schumacher-Kelsch abstained from voting.

The next regular meeting will be Monday, July 2, 2018 at 5:00 pm.

With no further business, Mayor Walker declared the meeting adjourned.
