The meeting was called to order by Mayor Daniel Imdieke on Thursday, March 12, 2020 at 12:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Randall Meidinger, Wayne Ehley, Dennis Morris, Linda Schumacher-Kelsch. Absent: Shelly Hauge. Also present: City Attorney Joseph Hanson, City Administrator Sharon Jangula.

Discussion was held on the development of property currently owned by the LIDC on the east side of Linton. Sharon Jangula informed the council that the LIDC would convey the property to the City of Linton for residential development. She said the LIDC has approximately $85,000 invested in the property and will donate the land for the new development.

The preliminary development plans show 21 residential lots with an estimated development cost of approximately $1.5 million. Discussion was held on funds which could potentially be used to pay for the project. Some funds discussed were the “Prairie Dog” funding, income from the sale of lots, sale tax revenue and funds now used to pay the 02-1 water/sewer project loan which should be paid off in 2021.

There was discussion on submitting an application for a BND Infrastructure Loan with a 30-year 2% term. The deadline to file an application is March 12, 2020. It was noted that submitting an application does not obligate the city to move forward with the development. After further discussion, a motion to submit an application to the Bank of North Dakota for the estimated development costs was made by Jon Ptacek, second by Linda Schumacher-Kelsch. Unanimous aye vote; motion carried.

A Master Professional Services Agreement between Ulteig Engineering, Inc and the City of Linton was reviewed and discussed. A motion to approve the agreement was made by Linda Schumacher-Kelsch, second by Jon Ptacek. Unanimous aye vote; motion carried,
