APPROVED APRIL 7, 2020 CITY COUNCIL REGULAR MEETING AND TAX EQUALIZATION MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Tuesday, April 7, 2020 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger, Wayne Ehley, Linda Schumacher-Kelsch. Absent: Dennis Morris. Also present: City Administrator Sharon Jangula. City Attorney Joseph Hanson attended via teleconference.

Due to COVID-19, public access to the meeting was provided by teleconference.

The Pledge of Allegiance was recited.

A motion to approve the March 2, 2020 Meeting Minutes, March 11, 2020 Special Meeting Minutes and March 12, 2020 Special Meeting Minutes was made by Linda Schumacher-Kelsch, second by Wayne Ehley. Unanimous aye vote; motion carried.

Dennis Morris arrived at the meeting.

Discussion was held on hiring a full-time public works employee. There was general consensus to advertise the position with an application deadline of May 1, 2020.

A motion to approve Building Permits: 20-13 Dan Nieuwsma–bathroom remodel; 20-l4 Mike Ryckman–build pole barn; 20-15 David Nagel–build storage shed & fence; 20-16 Logen Himmelspach–build fence; 20-17 Tanner & Rikki Purintun–remodel kitchen, bathroom, & garage; 20-18 Kevin Evenson–repair roof with approval contingent on using approved materials for the roof was made by Shelly Hauge, second by Linda Schumacher-Kelsch. Unanimous aye vote. Motion carried.

A motion to approve an Application for Property Tax Exemption from Troy & Shari Scherr for the construction of a new home in the amount of $150,000 for 2 years was made by Shelly Hauge, second by Randall Meidinger. Unanimous aye vote, motion carried. The exemption was approved based on ND Century Code 57-02-08 (35) and Linton City Ordinance 20-12-1.

At 5:30 pm Sarah Ohlhauser, Emmons County Tax Director, arrived for the Tax Equalization portion of the meeting. Mayor Imdieke asked if there was anyone who would like to comment on their property assessment. There were no public comments and City Administrator Jangula informed the council that no written protests had been filed with the auditor’s office.

Tax Director Ohlhauser presented the Homestead and Disabled Veterans Credits. A motion to approve the credits as presented was made by Wayne Ehley, second by Jon Ptacek. Unanimous aye vote, motion carried.

Tax Director Ohlhauser explained the assessment process she used in determining valuations. She presented a list of properties with previous valuations and the recommended current valuations. She noted the current valuation of the Scherr property will be decreased by the $150,000 exemption approved earlier in the meeting. After review and discussion, a motion to approve the current valuations as presented was made by Shelly Hauge, second by Linda Schumacher-Kelsch. Unanimous aye vote, motion carried. Total current property valuations are $53,370,500; an increase of $493,100 over last year’s valuations.

Tax Director Ohlhauser presented a bill of $809 for the assessing. The bill is based on $1 per parcel and payable to Emmons County.

A motion to approve the March 2020 Monthly Financial Report was made by Jon Ptacek, second by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve the YTD Budget to Actual ending March 31, 2020 was made by Wayne Ehley, second by Linda Schumacher-Kelsch. Unanimous aye vote, motion carried.

The council reviewed the LIDC Balance Sheet ending February 29, 2020.

A motion to approve a Health Emergency Declaration due to COVID-19 was made by Shelly Hauge, second by Dennis Morris. Unanimous aye vote, motion carried.

Discussion was held on chip sealing the areas of the streets which were patched during the sewer project. A motion to accept a quote from Bituminous Paving and chip seal the patches contingent on approval from Rural Development was made by Dennis Morris, second by Jon Ptacek. Unanimous aye vote, motion carried. The quote for the chip seal is $13,611.

The next regular meeting will be held on Monday, May 4, 2020 at 5:00 pm in the Linton Community Center. Public access to the meeting will be available by teleconference. The conference telephone number is 701-254-5317 and the Conference ID is 387599.

The City Election will be held on Tuesday, June 9, 2020.
