APPROVED JANUARY 4, 2021 CITY COUNCIL MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Monday, January 4, 2021 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger (via teleconference), Wayne Ehley, Dennis Morris, Travis Dockter. Also present: City Administrator Sharon Jangula, Director of Public Works Virgil Hulm, Deputy Auditor Joy Bosch.

The Pledge of Allegiance was recited.

Emmons County Sheriff Gary Sanders and Eric Sauter with BEK Communications addressed the council regarding the installation of security cameras on Main Street. They explained the city will own the cameras and recordings cannot be viewed without permission of the city. Initial installation of the system will cost approximately $200.00 with a monthly service fee of approximately $35.00. After discussion, a motion to approve installation of security cameras on Main Street was made by Shelly Hauge, second by Jon Ptacek. Voting aye: Jon Ptacek, Travis Dockter, Shelly Hauge, Randy Meidinger, Dennis Morris. Voting nay: Wayne Ehley. Motion carried 5-1.

A motion to approve the December 7, 2020 Council Meeting Minutes was made by Jon Ptacek, second by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve Building Permits: 21-01 Linton Hospital–hospital & clinic renovations; 21-02 Meagan Wirkus–bedroom & garage extension, contingent on the Mayor’s review and approval, and to approve an extension to February 1, 2022 for permit 20-06 Linton Grain & Seed LLP to install a grain conveyor and dryer was made by Shelly Hauge, second by Dennis Morris. Unanimous aye vote; motion carried.

A motion to approve the December 2020 Monthly Financial Report was made by Shelly Hauge, second by Travis Dockter. Unanimous aye vote; motion carried.

A motion to approve the payments was made by Dennis Morris, second by Wayne Ehley. Motion carried 5-0-1, Travis Dockter abstained from voting. Discussion was held on restructuring garbage rates and policies based on the recommendation of garbage committee members Jon Ptacek and Wayne Ehley. Jon Ptacek explained the recommended changes included eliminating dumpsters in residential areas, eliminating a fifty percent reduction for government entities and eliminating the commercial tote charge. He said all totes would be billed at $20.00 per month with a second tote costing $10.00 per month and dumpsters would be billed at $2.00 per yard plus a $5.00 backup fee per pickup. These changes would help to equalize the cost of garbage pickups based on volume.

A motion was made by Shelly Hauge, second by Randall Meidinger to eliminate the fifty percent discount for government entities. Voting aye: Jon Ptacek, Travis Dockter, Shelly Hauge, Wayne Ehley. Voting nay: Dennis Morris. Motion carried 5-1.

After further discussion, a motion to approve the recommended changes to the garbage rates and policies was made by Wayne Ehley, second by Jon Ptacek. Voting aye: Jon Ptacek, Travis Dockter, Randall Meidinger, Wayne Ehley. Voting nay: Shelly Hauge, Dennis Morris. Motion carried 4-2.

It was noted that people should call city hall if they have questions on their garbage rates.
Randy Meidinger left the meeting as of this time.

The committee working on updating ordinances will meet on Tuesday, January 12th at 5:00 pm. Committee members include Joe Hanson, Dan Imdieke, Wayne Ehley and Sharon Jangula.

The next regular meeting will be held on Monday, February 1, 2021 at 5:00 pm.

A motion to adjourn was made by Shelly Hauge, second by Jon Ptacek. Meeting adjourned.
