Upon roll call, the following council members were present: James Gartner, Brian Jacob, Randall Meidinger, Wayne Ehley, Travis Dockter, Eric Schmidt, Newly Elected Shane Jahner. Also in attendance were City Attorney Joseph Hanson, Public Works Director Tyler Gross, City Administrator/Auditor Sharon Jangula.</p>
<p>The Pledge of Allegiance was recited.</p>
<p>A motion to approve the June 1, 2026 Regular Meeting Minutes and the June 15, 2026 Special Meeting Minutes was made by Wayne Ehley, seconded by Eric Schmidt. Unanimous aye vote; motion carried.</p>
<p>The Official Results of the June 9, 2026 City of Linton Election were reviewed.  A motion to accept the Election Results was made by James Gartner and seconded by Eric Schmidt. Unanimous aye vote; motion carried.   Results: Mayor – Brian Jacob; Council Member Ward I &#8211; James Gartner; Council Member Ward II &#8211; Wayne Ehley; Council Member Ward III – Shane Jahner; Park Board Members – Tyler Gross, Heather Hase, Shannon Schirado.</p>
<p>Mayor Imdieke passed the gavel to newly elected Mayor Brian Jacob. Mayor Jacob thanked Mayor Imdieke for his years of service to the city.</p>
<p>At this time, Mayor Jacob opened the Public Hearing on the Issuance of Education Facilities Revenue Bonds for the University of Mary Project.</p>
<p>Paul Keeney, University of Mary, addressed the council explaining what the bonds will be used for.  </p>
<p>Kevin Dykema, Bravera Bank, addressed the council regarding the procedures for issuance of the bonds.  </p>
<p>A bond resolution was reviewed by the council with Mr. Keeney and Mr. Dykema answering questions.</p>
<p>Discussion was held on the issuance, including using Scott Wegner as bond counsel. It was noted during discussion that the city will not be responsible for repaying the bonds; the city will receive payment of $1,000 per million of issuance; Mr. Wegner has served as bond counsel for other projects in the city. </p>
<p>Mayor Jacob asked if anyone present had any questions or comments regarding the bond issuance.  There were no questions or comments.</p>
<p>A motion to approve the Bond Resolution for Education Facilities Revenue Bonds (University of Mary Project) in the amount of $10,000,000 and request Scott Wegner serve as bond counsel was made by James Gartner, and seconded by Randall Meidinger. Unanimous aye vote. Motion carried.</p>
<p>AJ Tuck, Moore Engineering addressed the council via video conference with an update on the 24-1 Street Project. He explained Change Order 3 in the amount of -$82,258.70. A motion to approve Changer Order 3 was made by Wayne Ehley and seconded by Travis Dockter. Unanimous aye vote; motion carried.</p>
<p>Mr. Moore explained Bituminous Paving Pay Application 6 in the amount of $830,763.70.  A motion to approve payment of Pay Application 6 was made by James Gartner and seconded by Eric Schmidt. Unanimous Aye Vote; motion carried</p>
<p>Public Comments / Visitors:<br />
Rory Human addressed the council regarding the chip seal project. He expressed concern about the tar still being wet and ridges on the street.  Mr Tuck addressed his concerns and explained the tar will dry with more time and the ridges are common where there is an overlap in the chip seal.</p>
<p>The council reviewed Moore Engineering invoice SIN010155 in the amount of $31,121.41. A motion to approve payment of the invoice was made by Randall Meidginer and seconded by Eric Schmidt. Unanimous aye vote; motion carried.</p>
<p>There were no other public comments or visitors wishing to address the council at this time.</p>
<p>A motion to approve Building Permit Applications 26-23, 26-24, 26-25, 26-26, 26-27, 26-28, 26-31, Amended 26-04, 26-30 contingent on meeting floodplain requirements and to deny 26-29 was made by Randall Meidinger and seconded by James Gartner.  Motion carried 5-0-1 with Wayne Ehley abstaining. Permits: 26-23 David Flegel concrete work; 26-24 Jacques Van Leeuwen replace deck; 26-25 Linton Park Board construction of pickleball court and shelter; 25-26 Richard Goldade detached garage; 25-27 Jarrod Federicks change siding, soffit and roofing; Ryan Baumgartner replace bathtub; 26-29 Kevin Evanson turn carport into garage; 26-30 Mylo Kramer replace driveway; 26-31 Chris Lankford install egress window; 26-04 increase length of building and change door size.</p>
<p>A motion to approve Gaming Permit Applications was made by Wayne Ehley and seconded by Travis Dockter. Unanimous aye vote; motion carried. Gaming Permit Application: 26-8 American Legion Dan R. Richardson Post #54-raffle 08/31/26.</p>
<p>A motion to approve Special Event Permits allowing the sale of alcoholic beverages was made by Wayne Ehley, seconded by James Gartner. Unanimous aye vote; motion carried. Special Event Permits: Happy Hour at Linton Civic Center for wedding receptions on 8/1/26, 8/8/26, 8/15/26, 8/22/26.</p>
<p>A motion to approve the Second Reading of Ordinance 2026-05-01 An Ordinance Regulating the Use and Maintenance of Boulevards and Rights-Of-Way, Prohibiting Certain Encroachments and Activities, and Providing Penalties for Violations was made by Gartner, seconded by Eric Schmidt. Unanimous aye vote; motion carried. There was discussion that existing boulevards are grand-fathered in.  However, no additional rock can be added or rock replaced.</p>
<p>A motion to approve the June 2026 Monthly Financial Report was made by Travis Dockter and seconded by Eric Schmidt.  Unanimous aye vote; motion carried.</p>

<p>A motion to approve Gaming Site Authorizations for the Linton Lions Club from July 1, 2026 to June 30, 2027 at Country Climate, Green Lantern and Happy Hour was made by Randall Meidinger and seconded by James Gartner. Unanimous aye vote; motion carried</p>
<p>Other discussion was held on replacing Christmas lights, diagonal striping on streets and policing.</p>
<p>A motion to elect Wayne Ehley as president was made by James Gartner and seconded by Travis Dockter.  Motion carried 5-0 with Ehley abstaining.  </p>
<p>A motion to elect James Gartner as Vice President was made by Shane Jahner and seconded by Travis Dockter. Motion carried 5-0 with Gartner abstaining.  </p>

Unanimous aye vote; motion carried. Daniel Imdieke will be removed from the current signature list and replaced by Brian Jacob.</p>
<p>The next City Council meeting will be held on Monday, August 3, 2026 at 5:00 pm.  </p>

<p>The Pledge of Allegiance was recited.</p>
<p>The purpose of the meeting was to discuss the construction of a new building taking place in the regulatory floodway without an approved permit to build. </p>
<p>Donavin Grenz addressed the council regarding the construction of the building.  Mr. Grenz said he did not intend to stop the construction. </p>
<p>Attorney Hanson informed the council that a Stop Work Order and Notice of Violation was issued to Mr. Grenz earlier in the day.</p>
<p>During discussion it was noted that Mr. Grenz had submitted a building permit for the construction, but the permit was denied because Mr. Grenz did not submit the no-rise certification which is required by FEMA and the City of Linton Flood Plain Management Ordinance. Mr. Grenz had been informed previously he would need to submit the no-rise certification before construction could be approved.</p>
<p>A motion to file an injunction against Mr. Grenz to stop construction was made by Randall Meidinger, seconded by James Gartner. Unanimous aye vote; motion carried.</p>
<p>A motion to adjourn was made by Brian Jacob.  Meeting adjourned.</p>

<p>A motion to approve the May 4, 2026 Regular Meeting Minutes was made by James Gartner, seconded by Brian Jacob. Unanimous aye vote; motion carried.</p>
<p>Visitors/Public Comments:<br />
Paul Keeney, University of Mary, and Kevin Dykema, Bravera Bank, addressed the council regarding the city’s ability to issue Bank Qualified (BQ) Tax-Exempt Bonds. The city can issue up to $10 million in BQ bonds in a year and can designate the intended use for the bonds. Banks purchasing the bonds can offer a lower interest rate to the borrower. </p>
<p>Mr. Keeney requested the city issue BQ bonds to assist in financing capital improvements at the University of Mary. When issuing the bonds, the city does not guarantee the debt and is in no way responsible for repayment of the bonds.  The city will incur no expense for the issuance and will be paid $1,000 per million of bond issuance.  </p>
<p>Discussion was then held on the bond issuance and the amount.  A motion to approve moving forward with the process of issuing $10 million in BQ bonds to be used in financing the projects at the University of Mary was made by Randall Meidinger, seconded by James Gartner. Voting aye; Gartner, Meidinger, Dockter, Schmidt. Voting nay: Ehley.  Motion carried 5-1.</p>
<p> The next step in the process is a public hearing on the issuance of the bonds.</p>
<p>AJ Tuck, Moore Engineering addressed the council via video conference with an update on the 24-1 Street Project. He explained the contractors are switching from doing a scrub seal to a chip seal.</p>
<p>A motion to approve Building Permit Applications 26-12, 26-13, 26-14, 26-15, 26-17, 26-18, 26-19, 26-20, 26-21, 26-22 and 26-16 contingent on the Mayor’s approval after addressing concerns expressed by an adjoining property owner. Unanimous aye vote; motion carried. Building Permit Applications: 26-12 Marlin Sapp -build detached garage; 26-13 White Drug Pharmacy – remodel interior of building; 26-14 Shelley Hauge – landscaping; 26-15 Linton Dental Center – adding dental operatories; 26-16 Burgad Cabins, LLC – replace windows and door, build detached garage; 26-17 Melinda Baumgartner – replace windows; 26-18 Karlee Benth – remodel house; 26-19 Corrina Ford – install fence; 26-20 United Methodist Church – replace sidewalk and waterline; 26-21 Nicolas Kramer – replace front steps and cement pad; 26-22 Tyler Gross – add deck with roof extension. </p>

<p>A motion to approve Resolution for Emmons County Emergency Management was made by Travis Dockter, seconded by Wayne Ehley.  Unanimous aye vote; motion carried.</p>

<p>A motion to approve selling Parcels 52-0016-00836-000 and 52-0016-00837-000 located at 501 Elm Ave. E for the cost of the 24-1 Special Assessments and the closing costs to Richard Weigelt and Jason Weigelt was made by James Gartner, seconded by Brian Jacob.  Unanimous aye vote; motion carried.</p>
<p>Jangula informed the council the mayor had approved a Special Event Permit to Happy Hour Bar for the American Legion Memorial Day Supper at the Emmons County Courthouse on May 25, 2026. She said the mayor had also approved adding raffles to the Linton Lions Gaming Site Authorization at the Happy Hour Bar.  The requests had been submitted to the city after the last meeting and prior to the functions.</p>
<p>Other discussion was held on properties that do not comply with notices to “clean up” the property.</p>
<p>The city elections will be on June 9, 2026.</p>
<p>The next City Council meeting will be held on Monday, July 6, 2026 at 5:00 pm.  </p>

Don Wilhlem addressed the council regarding three properties which he said are a safety hazard to the public and the city needs to do something to address it. </p>
<p>Mr. Wilhelm also addressed the council regarding a nursing home. He said with the hospital, clinic and assisted living, the synergies are in place to add a nursing home in Linton.</p>
<p>Lillian Dahms addressed the council expressing concerns about creating parking restrictions in private yards.</p>
<p>A motion to approve Building Permit Applications 26-09, 26-10, 26-11 was made by Randall Meidinger, seconded by Travs Dockter. Unanimous aye vote; motion carried. <p>Sharon Jangula reported that Liliam Dahms is interested in obtaining ownership of Parcel 52-0011-00711-000. The parcel is 50&#8242; x 50&#8242; with a dilapidated house on it.  Ms. Dahms, who owns the adjoining property, will have the house torn down and assume the remaining 24-1 special assessments on the property.  A motion to deed the property to Lillian Dahms was made by James Gartner, seconded by Brian Jacob. Unanimous aye vote; motion carried.</p>

Also in attendance was Emmons County Tax Equalization Director Christina Seppanen, City Administrator Sharon Jangula.</p>
<p>Director Seppanen explained the Homestead and Disabled Veterans Property Tax Credits and the Primary Residence Credit. </p>
<p>Director Seppanen presented a list of the 2026 Homestead and Disabled Veterans Credits.  A motion to approve the Homestead and Disabled Veterans Credits was made by James Gartner and seconded by Brian Jacob. Unanimous aye vote; motion carried.</p>
<p>Director Seppanen presented the 2026 Property Exemption list.  A motion to approve the exemptions was made by Randall Meidinger and seconded by Eric Schmidt.  Unanimous aye vote; motion carried.</p>
<p>Prior to the meeting, the members of the City Council had received a listing of all parcels within the city and the valuation of each.</p>
<p>Director Seppanen explained there is a five percent increase county-wide on the value of commercial property.  She said this was necessary to bring the valuations to the State tolerance level of 90% &#8211; 100%.  She said there were not enough sales within the city to do a city-specific adjustment.  A motion to approve the 2026 Commercial Property Valuations was made by Eric Schmidt and seconded by Travis Dockter.  Unanimous aye vote; motion carried. </p>
<p>Director Seppanen explained that based on the 2025 sales data, Linton City’s valuations were at 63% which is far below the state tolerance level of 90% &#8211; 100%. She said a partial land adjustment, a partial improvements adjustment and a county-wide adjustment was applied to the City’s residential valuations to bring them to a tolerance level slightly over 90%.  </p>
<p>President Ehley opened the floor for questions and public comment.</p>
<p>The following people addressed the City Council and Director Seppanen with questions on the equalization process, tolerance levels, number of qualified sales and valuations: Charles Kurszewski, Jeff Hill, David Beastrom; Larry Beitelspacher; Corbley Ogren; Lilian Dahms, Larry Humann.  All questions were addressed and discussion was held on comments and concerns. </p>
<p>President Ehley asked if there was anyone present who would like to file an appeal on their assessed valuation.  No one present at the meeting filed an appeal and no written appeals had been received prior to the meeting.</p>
<p>A motion to approve the 2026 Residential Valuations as presented was made by James Gartner and seconded by Brian Jacob. Unanimous aye vote; motion carried.</p>
<p>During discussion it was noted a few acres of farm land are located on the south side of the city.</p>
<p>2026 Valuations: Residential &#8211; $67,003,400; Commercial &#8211; $12,240,100; Farmland &#8211; $28,300.</p>
<p>With no further tax equalization business to discuss, President Ehley adjourned the meeting.</p>

<p>Discussion was held on quotes for the purchase or lease of a new wheel loader. The matter was tabled to the May meeting.</p>

									</div></div><p>The meeting was called to order by Mayor Daniel Imdieke on Monday, March 2, 2026 at 5:00 pm. Upon roll call, the following council members were present: James Gartner, Brian Jacob, Randall Meidinger, Wayne Ehley, Travis Dockter, Eric Schmidt.  Also in attendance were Public Works Director Tyler Gross and City Administrator/Auditor Sharon Jangula.</p>
<p>The Pledge of Allegiance was recited.</p>
<p>A motion to approve the February 2, 2026 Regular Meeting Minutes was made by Wayne Ehley, seconded by Brian Jacob. Unanimous aye vote; motion carried.</p>
<p>Visitors/Public Comments: </p>
<p>Lilian Dahms addressed the council regarding replacing fluorescent lighting with LED lighting at the Senior Center.  She also requested the city monitor properties for non-compliant construction and building standards.</p>
<p>AJ Tuck, Moore Engineering, informed the council that CC Steel is scheduled to re-line the storm sewer from 1st St SE to Broadway St. S in May of 2026.</p>
<p>Mr. Tuck also addressed the council regarding the 2027 NDOT TA project to construct ADA ramps.   The city had been awarded a grant of $283,255.00 towards the $500,000.00 project leaving a balance of $216,745.00 as the city share.  The city then applied for a NDDOT flex grant in the amount of $173,396.00 which if approved, would reduce the city share to $43,349.00.  The city was not awarded the flex grant.</p>
<p>After discussion, a motion to turn-back the TA grant and not move forward with the project was made by James Gartner, seconded by Travis Dockter.  Voting aye: James Gartner, Brian Jacob, Wayne Ehley, Travis Dockter, Eric Schmidt.  Voting nay: Randall Meidinger.  During discussion it was mentioned there may be higher priorities than the ramps.  It was also mentioned this would be the second time the city turned back a TA grant.</p>
<p>A motion to approve Building Permit Applications 26-01, 26-02, 26-03 and not approve Building Permit Application 25-48 was made by James Gartner, seconded by Brian Jacob. Unanimous aye vote; motion carried.  Building Permit Applications: 26-01 Shelly Hauge–remodel bathroom;<br />
26-02 Wald Heating &#038; Air-new roof & walls; 26-03 Linton Senior Center-replace lighting; 25-48 Donavin Grenz-build storage building/work shop.  Permit 25-48 is for construction in the floodway which requires the applicant obtain a no-rise certification which has not been done.</p>
<p>A motion to approve Gaming Permit Applications was made by Eric Schmidt, seconded by Travis Dockter. Unanimous aye vote; motion carried. Gaming Permit Application: 26-3 American Legion Dan R. Richardson Post #54 &#8211; raffle 04/30/2026.</p>
<p>A motion to approve a Special Event Permit allowing the sale of alcoholic beverages was made by Randall Meidinger, seconded by Eric Schmidt. Unanimous aye vote; motion carried. Special Event Permit: Happy Hour Bar at the Linton Civic Center for Linton Volunteer Fire Department Annual Ball on March 14, 2026. </p>
<p>A motion to approve the first reading of Amendment to Floodplain Ordinance was made by Brian Jacob, seconded by Randall Meidinger. Unanimous aye vote; motion carried.  The amendment changes Section 1.1 Statutory Authorization of the city’s Floodplain Ordinance to read “The Legislature of the State of North Dakota in North Dakota Century Code, Chapters 40-05, 11-11 and 58-06, delegated responsibility to local governmental units to adopt regulations designed to promote the public health, safety and general welfare of its citizenry.”</p>
<p>Levi Bernhardt requested the council waive the condition to construct a house or addition from an existing home within three years on parcel 52-0018-00881-000.  He said circumstances have changed since the purchase of the property.  He said he will continue to pay the special assessments and property taxes and take care of the property if the condition is waived.  After discussion, a motion to waive the condition was made by James Gartner, seconded by Wayne Ehley.  Unanimous aye vote; motion carried. </p>
<p>A motion to approve the February 2026 Monthly Financial Report was made by Brian Jacob, seconded by Randall Meidinger. Unanimous aye vote; motion carried.</p>

<p>A motion to approve the installation of an overhead garage door opener in the city shop was made by Travis Dockter, seconded by Brian Jacob. Unanimous aye vote; motion carried.  The estimated cost for materials and labor is $2,124.00.</p>
<p>The council discussed a request to reimburse the cost to camera and clean a sewer line as it was determined the sewer main was plugged due to someone flushing shop towels.  A motion to approve reimbursement of 50% of the cost was made by Wayne Ehley, seconded by Brian Jacob. Unanimous aye vote; motion carried.  The reimbursement is $337.50.</p>
<p>Discussion was held on selling lots for the storage of recreational vehicles, property cleanups, placement of items in the boulevards and placement of rocks in the boulevards instead of grass or cement.</p>
<p>The council was provided copies of the following LIDC information: minutes of the 1/14/26 meeting, Balance Sheets as of 12/31/25 &#038; 1/31/26, Profit &#038; Loss Jan-Dec 2025.</p>
<p>The next City Council meeting will be held on Monday, April 6, 2026 at 5:00 pm.  The Tax Equalization meeting will be held on Tuesday April 7, 2026 at 5:00 pm.</p>

<p>A motion to approve Floodplain Development Permit 26-1 NDDOT micro mill and chip seal on either side of the bridges located south of Linton on Highway 83 within the city’s extra-territorial jurisdiction was made by Randall Meidinger, seconded by Brian Jacob. Unanimous aye vote; motion carried.</p>
<p>The 2025 Budget to Actual was reviewed.  A motion to approve the 2025 Budget to Actual and the 2025 Budget Amendments was made by Randall Meidinger, seconded by Brian Jacob. Unanimous aye vote; motion carried. The budget amendments included an overall decrease in revenues of $532,362.27 and an overall decrease in expenses of $933,456.54. Funds with increased expenses and/or transfers out and amount over budget are as follows: Cemetery $37.08; City Sales Tax $56,469.20; Water $24,940.54.</p>

<p>Visitors/Public Comments: </p>
<p>Vickie Martin addressed the council regarding issues the city faces with ordinance compliance and enforcement.  </p>
<p>Mayor Imdieke informed the council that he and Council Member Jacob met with Ms. Martin to discuss the position and reevaluate the contract agreement with Ms. Martin.  He said they all mutually agreed not to renew the contract which expired on December 31, 2025.</p>
<p>During discussion, it was noted that per the contract agreement, Ms. Martin served as Compliance Advisor for the city beginning October 27, 2025 and was paid $400.00 per month and $30.00 per hour with a maximum of 20 hours per month.</p>
<p>Ms. Martin thanked the council for trying something new to try and bring properties into compliance.  Mayor Imdieke thanked Ms. Martin for what she had accomplished.</p>
<p>Rory Humann addressed the council about vehicles and trailers left parked on streets and the snow plow having to work around them.  Mr. Humann was informed by council members that owners of the vehicles or trailers have been contacted to move them. </p>
<p>The council reviewed the Engineer’s Report dated 1/5/26.  After discussion, a motion to approve Change Order 2 to Bituminous Paving in the amount of $23,190.00 to chip seal the walking paths was made by James Gartner, seconded by Randall Meidinger. Unanimous aye vote; motion carried.</p>

<p>The council reviewed a notice received from South Central Regional Water District (SCWD) that the water rate will be increasing by $0.15/1000 gallons; going from $2.60/1000 gallons to $2.75/1000 gallons. During discussion it was noted the city charges $1.00/1000 more than SCWD to help cover water operating expenses.  Therefore, the city will increase customer water rates from $3.60/1000 gallons to $3.75 per/1000 gallons.  </p>
<p>It was noted the following terms are expiring in June 2026. Mayor Daniel Imdieke. Council Members: Ward I-James Gartner, Ward II–Wayne Ehley, Ward III-Brian Jacob. Park Board Members: Tyler Gross, Shannon Schirado, Heather Hase. City Election Date is June 9, 2026 and petitions to be on the ballot must be filed by 4:00 pm on Monday, April 6, 2026.</p>

<p>Visitors/Public Comments:<br />
Lilian Dahms addressed the council regarding the Linton Senior Center parking lot.  She asked the council’s help in finding a solution to repair the lot. The council asked Mara Boone, Moore Egnineering, if she could talk with Bituminous Paving regarding the parking lot.</p>
<p>Clarence Herz addressed the council regarding the city’s ordinances and enforcement of ordinances.</p>
<p>He said the ordinances are 269 pages and contain a lot of information that just doesn’t matter to most people, such as functioning of the government, penalties, etc.  He suggested the city put together a document which highlights the most important ordinances for citizens such as maintenance of sidewalks, fences, fire pits, sheds, carports and things like that. </p>
<p>Mr. Herz said citizens are being told they are violating ordinances that don’t exist. He said letters that have been sent out do not indicate which ordinance is being violated and how it is being violated.</p>
<p>Mr. Herz said the city did not need to contract with someone for ordinance enforcement; each council member should police their own ward. He also said the policing of ordinances is very arbitrary and the issues with the ordinances and the enforcement of them, need to be fixed. </p>
<p>Mayor Imdieke thanked Clarence for his input.</p>
<p>Vickie Martin, who was contracted by the city to assist with ordinance compliance, addressed the council. She explained what she has been doing to work with people on bringing their property into compliance.</p>
<p>Mara Boone, Moore Engineering, presented a change order to chip seal the areas where millings were placed.  The cost to chip seal the area would be $15,952.50. During discussion, there was general consensus the chip seal in the millings area will not be necessary.</p>
<p>Ms. Boone informed the council to chip seal the walking path would be approximately $17,500. After discussion, no formal action was taken and a decision will be made next Spring after Bituminous Paving inspects the walking path.</p>
<p>Rory Humann addressed the council to say the city crew did a good job with snow removal.<br />
Roger Martin, Linton Municipal Airport Authority Chairman, addressed the council regarding a vacancy on the authority.  He said the Airport Authority is recommending the appointment of Craig Schiermeister from Hazelton to fill the vacancy. After discussion, a motion to appoint Craig Schiermeister to the Linton Municipal Airport Authority was made by James Gartner, seconded by Wayne Ehley. Unanimous aye vote; motion carried. During discussion it was noted other members of the Airport Authority are Travis Dockter, Bruce Orluck and Randall Meidinger.</p>
<p>Mr. Martin suggested the city and county form a committee to work with the State Aeronautics Commission on future operations of the airport. </p>
<p>The Building Permit Applications were reviewed.  After discussion, a motion to approve permit applications was made by Travis Dockter, seconded by Wayne Ehley Unanimous aye vote; motion carried.  Building Permit Applications: 25-56 Vern Jangula – flooring updates; 25-57 Clint Jones – build pitched roof, add door & window; 25-58 Lorrie Hausherr – build ramp. </p>
<p>A motion to approve Gaming Permit Applications was made by Brian Jacob, seconded by Randall Meidinger. Unanimous aye vote; motion carried. Gaming Permit Application: 25-16 American Legion Dan R. Richardson Post #54 &#8211; raffle 01/31/26.</p>
<p>A motion to approve an Application for a Liquor License to Chris Lankford doing business as The Hive Bar &#038; Grill was made by Randall Meidinger, seconded by Eric Schmidt. Unanimous aye vote; motion carried. </p>
<p>A motion to approve the November 2025 Monthly Financial Report was made by Brian Jacob, seconded by Eric Schmidt. Unanimous aye vote; motion carried.</p>

<p>Tyler Gross informed the council he received a quote of $13,300 cash difference for a new 970R mower trading in the mower with wings.  The LIDC will pay $5,000 towards the purchase because the city mows the LIDC lots.  He said front suspension for the mower would be an additional $600.  After discussion, a motion to purchase the mower with the front suspension was made by Wayne Ehley, seconded by Eric Schmidt.  Unanimous aye vote; motion carried.<br />
Sharon Jangula informed the council the Energy Efficiency Community Block Grant in the amount of $151,351.39 was awarded to the city by the ND Department of Commerce.  The grant will be used to upgrade the lighting to LED and Heating &#038; Air to more energy efficient units in the Civic Center, Community Center, City Shop, City Garage and Airport hangars.</p>
<p>Council members had received a draft copy of the City of Linton Employee Handbook at the September meeting to review.  A motion to approve the handbook was made by Brian Jacob, seconded by Randall Meidinger.  Unanimous aye vote; motion carried.</p>
<p>The council was provided copies of the LIDC Balance Sheet as of 10/31/25, and minutes of the 10/08/25 LIDC Board of Directors Meeting.</p>
<p>The next regular City Council meeting will be held on Monday, January, 2025 at 5:00 pm.</p>
