The meeting was called to order by Mayor Dan Imdieke on Monday, April 5, 2021 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger, Travis Dockter. Absent: Wayne Ehley, Dennis Morris. Also present: City Attorney Joe Hanson; City Administrator Sharon Jangula, Director of Public Works Virgil Hulm, Deputy Auditor Joy Bosch.
The Pledge of Allegiance was recited.
Crystal Jahner, Linton Chamber of Commerce, updated the council on Dairy and Ag Days which will be held on June 11, 2021. She requested that Broadway Street be blocked off from 9:00 am to 6:00 pm from Walnut Ave. to Sampson Ave. She also requested that Broadway Street be blocked off from 6:00 pm to 1:00 am from Walnut Ave to Maple Ave. and a waiver be granted allowing consumption of alcoholic beverages on Broadway St. during the evening events. A motion to grant the requests was made by Randall Meidinger, second by Jon Ptacek. Unanimous aye vote, motion carried.
Lynn Larson addressed the council requesting a variance to the ordinance limiting ownership of dogs to two per dwelling. Ms. Larson said she owns one dog and is caring for three dogs owned by her sister who recently had back surgery. Ms. Larson said that she will be moving out of state in July and is requesting the variance until she moves. After discussion, a motion to allow Ms. Larson to keep four dogs until July 1, 2021 was made by Shelly Hauge, second by Jon Ptacek. Unanimous aye vote; motion carried.
Tanner Purintun addressed the council regarding Building Permit 21-27 to build a detached garage. He requested a variance to allow the garage to be built four feet from the side lot line along the street instead of the required ten feet, and to allow the occupied space on the lot to exceed 45%. He explained the current garage which will be moved off the property, is four feet from the sidewalk and he would like to build the new garage four feet from the sidewalk as well. After discussion, a motion to approve the variance request was made by Randall Meidinger, second by Travis Dockter. Unanimous aye vote; motion carried.
Discussion was held on a request from Brittany & Marquay Lee for a variance to the ordinance limiting ownership of dogs to two per dwelling. The Lees own two dogs and a relative who currently lives with them owns one dog. After discussion, a motion to approve the request was made by Travis Dockter, second by Jon Ptacek. Unanimous aye vote; motion carried.
A motion to approve the March 1, 2021 City Council Meeting Minutes was made by Randall Meidinger, second by Shelly Hauge. Unanimous aye vote; motion carried.
The council reviewed the Application for Gaming Permit 21-03 Grayla Foundation for a raffle on 4/3/21. The raffle was held in conjunction with the Easter Egg Hunt sponsored by the Linton Chamber of Commerce. The Mayor approved the application on 3/11/21.
A motion to approve Gaming Site Authorizations for the Linton Lions Club at the Country Climate, Green Lantern and Happy Hour Bar from July 1, 2021 to June 30, 2022 for pull tab dispensing and electronic pull tabs and at the Grill from July 1, 2022 to June 30, 2023 for raffles was made by Randall Meidinger, second by Shelly Hauge. Unanimous aye vote; motion carried.
A motion to approve a Temporary Liquor License Transfer Permit to the Green Lantern for a Beer Booth on Friday, June 11, 2021 during the Chamber of Commerce Dairy & Ag Day Street Dance was made by Jon Ptacek, second by Shelly Hauge. Unanimous aye vote; motion carried.

Mayor Imdieke presented a draft of a “Welcome to Linton” sign. After discussion, a motion to approve the sign was made by Jon Ptacek, second by Wayne Ehley. Unanimous aye vote; motion carried. The cost of the sign will be approximately $55,000 including electrical work. The sign will be paid by funds in the Lodging Tax Fund and a donation from the Lions Club.
Discussion was held on the repair of a sewer service line located at 326 2nd St NW. Records show the line was cut and repaired by the City’s contractor during the watermain project in 2014. The service line recently failed at the site of the 2014 repair and was repaired at a cost of $3,422.40 to the homeowner. After discussion, a motion the City reimburse the homeowner $3,422.40 and pay to have the street repaired was made by Jon Ptacek, second by Wayne Ehley. Unanimous aye vote; motion carried.
Scott Wegner, representing Light of Christ Catholic Schools as bond counsel, requested the City hold a public hearing to discuss a proposal that the City issue Municipal Industrial Development Act (MIDA) Bonds to help refinance the debt for the construction of the school. In 2018, the City issued $8 million in MIDA Bonds for the construction of the school. The school would like to refinance the debt to take advantage of the current lower interest rates. Mr. Wegner explained that Light of Christ Catholic Schools is a non-profit, and as such, the City can issue the bonds on behalf of or as a conduit for the nonprofit. The benefit to the non-profit is a lower tax-exempt interest rate in financing the project. The City will incur no expense to issue the bonds, nor will the City be liable for future payment of the bonds. Light of Christ Catholic Schools will pay the City a fee for issuing the MIDA Bonds.
A motion to hold a public hearing on May 3, 2021 to discuss the proposal that the City issue MIDA Bonds to help refinance the project was made by Randall Meidinger, seconded by Shelly Hauge. Unanimous aye vote; motion carried.

Spring Cleanup Day will be held on May 11, 2021.
