APPROVED AUGUST 2, 2021 CITY COUNCIL REGULAR MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Monday, August 2, 2021 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger, Wayne Ehley, Travis Dockter. Absent: Dennis Morris. Also present: City Attorney Joe Hanson, City Administrator Sharon Jangula, Director of Public Works Virgil Hulm, Deputy Auditor Joy Bosch.

The Pledge of Allegiance was recited.

A motion to approve the July 6, 2021 City Council Meeting Minutes was made by Wayne Ehley, second by Shelly Hauge. Unanimous aye vote; motion carried.

A motion to approve Building Permit 21-58 Judy Van Beek–residing, deck replacement and to approve an extension to 7/31/22 for Building Permit 19-09 Jason Rossow-build garage was made by Randy Meidinger, second by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve a modification to Building Permit 21-51 Myckea Gross allowing the use of t-posts to build a fence was made by Wayne Ehley, second by Travis Dockter. Voting aye: Wayne Ehley, Travis Dockter; voting nay: Jon Ptacek, Shelly Hauge, Randall Meidinger. Motion denied 3-2.

A motion to approve the July 2021 Financial Statement was made by Randall Meidinger, second by Jon Ptacek. Unanimous aye vote; motion carried.

A motion to approve Wagner Construction Inc Pay Estimate 4 for the Eighth St. Addition in the amount of $386,379.25 was made by Jon Ptacek, second by Randall Meidinger. Unanimous aye vote; motion carried.

A motion to approve the 2022 Preliminary Budget was made by Wayne Ehley, second by Jon Ptacek. Unanimous aye vote; motion carried.

A motion to approve the payments was made by Jon Ptacek, second by Shelly Hauge. Unanimous aye vote; motion carried. A motion for the LIDC to proceed with the process of developing a Renaissance Zone was made by Travis Dockter, second by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to accept the bid of $6,375.00 submitted by Chris Roehrich to repair three street lights was made by Travis Dockter, second by Shelly Hauge. Unanimous aye vote; motion carried.

Dennis Morris arrived at this time.
A motion to approve Community Center ADA renovations and audio & video updates was made by Wayne Ehley, second by Jon Ptacek. Unanimous aye vote; motion carried.

Discussion was held on the salary of the mayor and council. During discussion it was noted that it had been at least fifteen years since the salary had been increased. After discussion, a motion to increase the mayor’s salary from $300 per month to $500 per month and the council member’s salary from $100.00 per month to $200.00 per month was made by Shelly Hauge. The motion died for lack of a second.

The minutes of the LIDC June 16, 2021 meeting and the LIDC Balance Sheet as of June 30, 2021 and the LIDC Profit and Loss for Jan–Jun, 2021 were reviewed.

The next regular meeting will be held on Tuesday, September 7, 2021 at 5:00 pm.

A motion to adjourn was made by Shelly Hauge. Meeting adjourned.
