CITY COUNCIL REGULAR MEETING
APPROVED MINUTES
March 7, 2022
The meeting was called to order by Council President Dennis Morris on Monday, March 7, 2022 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger, Wayne Ehley, Travis Dockter. Absent: Mayor Daniel Imdieke. Also present: Director of Public Works Virgil Hulm, City Administrator/Auditor Sharon Jangula, Deputy Auditor Joy Bosch.
The Pledge of Allegiance was recited.
A motion to approve the February 7, 2022 Monthly Meeting Minutes was made by Wayne Ehley, second by Shelly Hauge. Unanimous aye vote; motion carried.
Vickie Martin addressed the council regarding the requirement of a vault for cremation burials at the Linton Cemetery and the poor condition of some properties in Linton.
A motion to approve Building Permit Applications: 22-09 Claudelle Twardoski–replace window; 22-11 Terry & Corinna Huber–repair foundation; 22-12 Leland Vetter–replace flooring & update bathroom and to table Building Permit #22-10 Aldora Roehrich–build carport to the April meeting was made by Randall Meidinger, second by Travis Dockter. Unanimous aye vote; motion carried.
A motion to approve Gaming Site Authorizations for the Linton Lions Club at the Happy Hour Bar and Green Lantern from March 7, 2022 to June 30, 2022 for Bingo, Pull Tabs and Electronic Pull Tabs was made by Jon Ptacek, second by Wayne Ehley. Unanimous aye vote; motion carried.
A motion to approve the First Reading of Amended Ordinance No. 06-6-1 Regulating the Burial of Remains and Regulating Trees, Shrubs, Plants or Flowers in the City of Linton Cemetery was made by Randall Meidinger, second by Shelly Hauge. Unanimous aye vote; motion carried.
Discussion was held on the state requirement that water suppliers must provide cross-connection control within their own supply systems. A motion to approve the Containment Backflow Prevention and Cross Connection Control Program was made by Wayne Ehley, second by Travis Dockter. Unanimous aye vote; motion carried.
A motion to table the First Reading of Ordinance No. 22-03-1 To Prevent Backflow and Require Cross-Connection Control Within the Water Supply System to the April 4, 2022 City Council meeting was made by Wayne Ehley, second by Jon Ptacek Unanimous aye vote; motion carried.
A motion to approve the February 2022 Monthly Financial Report was made by Wayne Ehley, second by Jon Ptacek. Unanimous aye vote; motion carried.
Sharon Jangula informed the council that Midwest Maintenance and Construction has competed repairs to the community center to meet the ADA compliancy requirements and the final payment of the grant to help defray the costs has been received.
A motion to approve the payments was made by Jon Ptacek, second by Shelly Hauge. Unanimous aye vote; motion carried. The LIDC January 19, 2022 meeting minutes and the LIDC balance sheet as of 1-31-22 were provided to the council.
Discussion was held on selling city equipment by bids and advertising in the Emmons County Record and on BisMan Online, the bids will be opened at the May 2, 2022 meeting. The equipment consists of two air compressors, a Vibrastat packer, a Broce broom and a car trailer.
The next regular meeting will be held on Monday, April 4, 2022 at 5:00 pm.
The tax equalization meeting will be held on Tuesday, April 12, 2022 at 5:30 pm.
