The meeting was called to order by Mayor Daniel Imdieke on Monday, April 4, 2022 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger, Wayne Ehley, Dennis Morris, Travis Dockter. Also present: Attorney Joseph Hanson, Director of Public Works Virgil Hulm, City Administrator/Auditor Sharon Jangula, Deputy Auditor Joy Bosch.

Crystal Jahner, Linton Chamber of Commerce, addressed the council regarding Dairy and Ag Days which will be held on June 10, 2022. She requested that Broadway Street be blocked off from Sampson Ave. to Walnut Ave. from 9:00 am to 6:00 pm, and from Sampson Ave. to Hickory Ave. from 6:00 pm to 1:00 am and a waiver be granted allowing consumption of alcoholic beverages on Broadway St. during the evening events. A motion to grant the requests was made by Randall Meidinger, second by Jon Ptacek. Unanimous aye vote, motion carried.
Ward Heidbreder, ND Rural Water Systems Association, addressed the council regarding the Backflow Prevention and Cross Contamination Program. He explained the difference between a Containment Program and a Comprehensive Program and the advantages to having an ordinance in place regarding backflow prevention and cross contamination.
A motion to approve the First Reading of Ordinance No. 22-03-1 To Prevent Backflow and Require Cross-Connection Control Within the Water Supply System was made by Randall Meidinger, second by Wayne Ehley. Unanimous aye vote, motion carried.
A motion to approve the March 7, 2022 Meeting Minutes was made by Wayne Ehley, second by Shelly Hauge. Unanimous aye vote; motion carried.
A motion to approve the Second Reading of Amended Ordinance No. 06-6-1 Regulating the Burial of Remains and Regulating Trees, Shrubs, Plants or Flowers in the City of Linton Cemetery was made by Wayne Ehley, second by Travis Dockter. Unanimous aye vote; motion carried.

Discussion was held on establishing minimum requirements for carports.
A motion was made by Jon Ptacek, second by Shelly Hauge to approve a landfill joint-use agreement with Emmons County. Unanimous aye vote; motion carried.
Discussion was held on potential incentives for the purchase of lots in the Eighth Street Addition. After discussion, a motion to offer a fifteen percent discount on the purchase price of lots was made by Jon Ptacek, second by Shelly Hauge. Unanimous aye vote; motion carried.
Public Works Director Virgil Hulm said that he will be retiring in a few years and public works employee Tyler Gross has been working with him to assume the responsibilities to move into the position. Mayor Imdieke informed the council that the city is required to have a certified operator in both Water Distribution and Wastewater Collection and he proposed an incentive and compensation package for Tyler Gross. The package would include an increase of $1.50 per hour for each certification upon completion of the certification process and an increase of $4.00 per hour for the position of Public Works Director. As Tyler continues to assume the technology responsibilities of the public works department and learns the responsibilities of the Public Works Director, he will be paid a dollar per hour increase on the first of each year until he reaches the $4.00 per hour increase or is appointed as Public Works Director. After discussion, a motion to approve the incentive and compensation package was made by Randall Meidinger, second by Travis Dockter. Unanimous aye vote; motion carried.
The LIDC February 9, 2022 meeting minutes and the LIDC balance sheet as of 2-28-22 were provided to the council.
A FEMA & SWC Public Meeting will be held on Thursday, April 7, 2022 at 6:00 pm.
The deadline for filing petitions for 2022 election will be on Monday, April 11, 2022 at 4:00 pm.
The tax equalization meeting will be held on Tuesday, April 12, 2022 at 5:30 pm.
The next regular meeting will be held on Monday, May 2, 2022 at 5:00 pm.
City-wide spring cleanup day will be held on Tuesday, May 10, 2022.
