APPROVED JUNE 7, 2022 CITY COUNCIL REGULAR MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Tuesday, June 7, 2022 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Shelly Hauge, Randall Meidinger, Wayne Ehley, Travis Dockter. Absent: Dennis Morris. Also present: Attorney Joseph Hanson, Director of Public Works Virgil Hulm, City Administrator/Auditor Sharon Jangula.

The Pledge of Allegiance was recited.

A motion to approve the May 2, 2022 Meeting Minutes was made by Wayne Ehley, second by Jon Ptacek. Unanimous aye vote; motion carried.

Tana Werner, owner of Linton Liquors, addressed the council. She said she has heard another business may consider adding off-sale to its services and she asked if there is a limit to the number of liquor licenses that can be issued within the city. During discussion, it was noted that city ordinances do not limit the number of licenses issued. Ms. Werner requested the city council consider limiting the number of off-sale licenses. Since no request for an off-sale license has been made, no further action was taken at the time.

A motion to approve Gaming Permit #22-03 to the American Legion Dan R. Richardson Post #54 for a raffle was made by Jon Ptacek, second by Shelly Hauge. Unanimous aye vote; motion carried.

A motion to approve a Temporary Liquor License Transfer to the Country Climate for the Nokota Horse Conservancy Street Dance on Friday, June 17, 2022 was made by Wayne Ehley, second by Travis Dockter. Voting aye: Jon Ptacek, Randall Meidinger, Wayne Ehley, Travis Dockter. Shelly Hauge abstained from voting. Motion carried 4-0-1.

A motion to approve Resolution 2022-06-01 Setting the Auditor Bond Limit, was made by Travis Dockter, second by Jon Ptacek. Unanimous aye vote; motion carried. The Auditor Bond Coverage by the North Dakota State Bonding Fund is in the amount of $1,386,804.00.

A motion to approve the May 2022 Monthly Financial Report was made by Wayne Ehley, second by Shelly Hauge. Unanimous aye vote; motion carried.

A motion to approve the payments was made by Jon Ptacek, second by Shelly Hauge. Unanimous aye vote; motion carried. Discussion was held on updating and digitizing the cemetery records based on the recommendation of the cemetery committee. After discussion a motion to enter into a Service Contract with Cemetery Updating Services for an estimated contract price of $22,564.50 and to pay for the project using ARPA Grant Money was made by Wayne Ehley, second by Shelly Hauge. Unanimous aye vote; motion carried. During discussion it was noted that Cemetery Updating Services will create the records utilizing all the current and past records and maps of the cemetery and will then come on-site to the cemetery to proof the records with the actual cemetery headstones and grave spaces.

Discussion was held on the upcoming election and the lack of candidates running for city positions and potential ways to incentivize the positions. After discussion, a motion to increase the city council member’s salary to $250.00 per month and the mayor’s salary to $500.00 per month effective July 1, 2022 was made by Randall Meidinger, second by Wayne Ehley. Voting aye-Shelly Hauge, Randall Meidinger, Wayne Ehley; voting nay-Jon Ptacek, Travis Dockter. Motion carried 3-2.

Discussion was held on the boulevard next to the city shop and the courthouse along Schley Avenue. A portion of the sloped boulevard has washed away undermining the sidewalk and creating a potential safety hazard. Discussion was held on utilizing ARPA funds to pay for a portion of the repair and also requesting the county cost-share the expense of repairing the boulevard. No cost estimate has yet been received for the repair. Mayor Imdieke and Virgil Hulm will gather more information to present to the council at a future meeting.

Discussion was held on replacing the street poles on main street. Jon Ptacek will research the types of poles, lights and potential cost.

During committee reports, it was noted that complaints have been received about howling and barking dogs, junk in yards and the number of vehicles parked or stored in some yards and on streets.

The LIDC March 9, 2022 meeting minutes, the LIDC balance sheet as of April 30, 2022, and LIDC P&L Jan-Apr, 2022 were provided to the council.

The City Elections will be held on Tuesday, June 14, 2022.

The City Council Organization Meeting will be held on Tuesday, June 28, 2022 at 5:00 pm.

The next regular meeting will be held on Tuesday, July 5, 2022 at 5:00 pm.
