The meeting was called to order by Mayor Daniel Imdieke on Monday, May 2, 2022 at 5:00 pm. Upon roll call, the following council members were present: Jon Ptacek, Randall Meidinger, Wayne Ehley, Dennis Morris, Travis Dockter. Absent: Shelly Hauge. Also present: Attorney Joseph Hanson, Director of Public Works Virgil Hulm, City Administrator/Auditor Sharon Jangula, Deputy Auditor Joy Bosch.

A motion to approve the April 4, 2022 Meeting Minutes and the April 21, 2022 Tax Equalization Meeting Minutes was made by Wayne Ehley, second by Jon Ptacek. Unanimous aye vote; motion carried.
Michelle Masset, Emmons County Interagency, addressed the council regarding the Next to New Thrift Store. She said the Interagency will be closing the thrift store in June primarily due to lack of funding for staffing. Discussion was held on the operations of the store and options that have been explored or discussed to keep the store open.
A motion to approve the Second Reading of Ordinance No. 22-03-1 To Prevent Backflow and Require Cross-Connection Control Within the Water Supply System was made by Wayne Ehley, second by Travis Dockter. Unanimous aye vote, motion carried.
A motion to approve the Second Reading of Ordinance No. 22-04-01 Describing Covenants Pertaining to New Buildings on 8th St Addition was made by Jon Ptacek, second by Dennis Morris. Unanimous aye vote, motion carried.
A motion to approve Building Permit Applications: 22-26 Duane & Liz Mueller–install fence, cement work, bathroom remodel; 22-27 Erik & Erin Schmidt– bathroom remodel; 22-28 Kevin Leier–new home construction contingent on all setback requirements being met was made by Randall Meidinger, second by Jon Ptacek. Unanimous aye vote; motion carried.
A motion to approve Temporary Liquor License Transfer Permit to the Happy Hour Bar for a beer booth on Friday, June 10, 2022 for the Chamber of Commerce Dairy & Ag Day Street Dance was made by Wayne Ehley, second by Travis Dockter. Unanimous aye vote; motion carried.
A motion to approve Gaming Site Authorizations for the Linton Lions Club at the Country Climate, the Green Lantern and the Happy Hour from July 1, 2022 to June 30, 2023 was made by Jon Ptacek, second by Randall Meidinger. Unanimous aye vote; motion carried.
A motion to approve the April 2022 Monthly Financial Report was made by Randall Meidinger, second by Travis Dockter. Unanimous aye vote; motion carried.
The Budget to Actual YTD ending March 31, 2022 was reviewed.

The bids submitted for the sale of city equipment were reviewed. A motion to accept the highest bid for each item was made by Randall Meidinger, second by Wayne Ehley. Unanimous aye vote; motion carried. The bids were as follows: 1. 1992 Portable Air Compressor $7,200.00; 2. 2017 Diesel Air Compressor $2,700.00; 3. 1985 Sullivan Portable Air Compressor, $4,200.00; 4. 1996 Vibrastat III Packer $1,800.00; 5. 1977 Broce D9 8′ Broom $600.00; 6. A motion to approve buying a 2017 Sullivan air compressor for $12,500.00 from Terrence Vetter was made by Travis Dockter, second by Jon Ptacek. Unanimous aye vote; motion carried.
Discussion was held on prepaying a portion of the 14-1 Street Project Bonds. A motion to authorize City Administrator/Auditor Sharon Jangula to finalize and draft notice to prepay approximately $300,000.00 of the 2014 Street Improvement Bonds was made by Wayne Ehley, second by Travis Dockter. Unanimous aye vote; motion carried. The prepayment will save the city approximately $25,000.00 in interest costs.
Discussion was held on requirements for burial of cremations in the Linton Cemetery. A motion was made by Wayne Ehley, second by Randall Meidinger to require cremations be buried in an urn-type container. Unanimous aye vote; motion carried.
