The meeting was called to order by Mayor Daniel Imdieke on Tuesday, July 5, 2022 at 5:00 pm. Upon roll call, the following council members were present: Randall Meidinger, Brian Jacob, Wayne Ehley, Dennis Morris, Travis Dockter. Also Present: Director of Public Works Virgil Hulm, Administrator/Auditor Sharon Jangula., Deputy Auditor Joy Bosch.
The Pledge of Allegiance was recited.
The official results of the June 14, 2022 City Election were reviewed. Mayor: Daniel Imdieke-249, Other Write-In Totals-12; Council Member Ward I: Eric Schmidt-5 (Write-In), James Gartner-5 (Write-In), Other Write-In Totals-31; Council Member Ward II: Wayne Ehley-254, Other Write-In Totals-3; Council Member Ward III-Brian Jacob-14 (Write-In), Other Write-In Totals-34; Municipal Judge: Jay Schmaltz-257, Other Write-In Totals-2; Park Board Member: Tyler Gross-248, Shannon Schirado-212, Herman Feist-6 (Write-In), Other Write-In Totals-19.
Sharon Jangula informed the council that Emmons County Auditor Marlys Ohlhauser said there may be another recount for Ward I Council Member. Jangula said if a vote recount results in a tie vote, the winner must be determined by a drawing of names in the presence of the governing body. A candidate involved in a tie vote may withdraw their name from consideration.
A motion to approve the June 7, 2022 Meeting Minutes was made by Wayne Ehley, second by Travis Dockter. Unanimous aye vote; motion carried.
A motion to approve Gaming Permit #22-04 to the St. Anthony Catholic Church for a raffle and bingo was made by Randall Meidinger, second by Brian Jacob. Unanimous aye vote; motion carried.
A motion to approve Building Permit Applications: 22-43 Anthony & Elsie Holzer–cement work; 22-45 Linton United Methodist Church–concrete work (basketball court); 22-46 Brian Flyberg–build storage shed; 22-47 Linton Grain & Seed LLP–build grain bin; 22-48 Daniel Forrest–change flooring; 22-49 Jesus Maggiorani–remodel house; 22-50 Edgar & Penny Downey–replace steps was made by Wayne Ehley, second by Randall Meidinger. A motion to approve Building Permit 22-44 Kevin Evenson–install deck with the stipulation Mr. Evenson must meet with the Mayor and Public Works Director to discuss the project and get the approval from them to move forward with the project was made by Wayne Ehley, second by Randall Meidinger. Unanimous aye vote; motion carried.
A motion to approve the June 2022 Monthly Financial Report was made by Randall Meidinger, second by Travis Dockter. Unanimous aye vote; motion carried.

Discussion was held on the various committees and appointments. After discussion, a motion to elect Wayne Ehley as Council President was made by Randall Meidinger, second by Travis Dockter. Voting aye: Randall Meidinger, Brian Jacob, Dennis Morris, Travis Dockter; Abstain: Wayne Ehley. Motion carried 4-0-1.
A motion to elect Travis Dockter as Council Vice President was made by Wayne Ehley, second by Brian Jacob. Voting aye: Randy Meidinger, Brian Jacob, Wayne Ehley, Dennis Morris; Abstain: Travis Dockter. Motion carried 4-0-1.
A motion was made by Randall Meidinger, second by Travis Dockter to approve the following appointments: City Attorney-Joseph Hanson; City Administrator/Auditor-Sharon Jangula; City Engineer-AJ Tuck, Moore Engineering. Unanimous aye vote; motion carried.
A motion was made by Wayne Ehley, second by Travis Dockter to approve the following committees and appointments: Buildings-Wayne Ehley, Randall Meidinger; Cemetery-Wayne Ehley, Travis Dockter; Garbage-Wayne Ehley & Ward 1; Board of Health-Wayne Ehley, Travis Dockter; Police-Daniel Imdieke, Brian Jacob, Travis Dockter; Streets-Brian Jacob, Dennis Morris; Water & Sewer-Randall Meidinger, Ward 1; Forestry-Brian Jacob; Airport-Randall Meidinger; Library: Ward 1; LIDC-Dennis Morris. Unanimous aye vote; motion carried. Ward 1 will be the Ward 1 Council Member as determined after the tie-breaker and or recount results of the June 14, 2022 election.
Sharon Jangula reported that the loan payoff for a lot recently sold in the Eight Street Addition would be approximately $75,164.49. She said by paying off the lot balance on the loan, the annual payment will be reduced from $57,670 to approximately $54,254. During discussion, there was general consensus to pay down the loan as each lot is sold and reduce the annual payment.
After discussion, a motion to make a loan payment to BND in the amount of $75,164.49 and to transfer the following into the Eight St. Addition Fund from General-$11,552.25, Water-$8,747.23, CST-$8,637.12, Water CST-$10,705.69, Sewer CST-$7,846.62 was made by Dennis Morris, second by Randall Meidinger. Unanimous aye vote; motion carried.
During other discussion, Mayor Imdieke commended the Linton Chamber of Commerce on Emmons County Dairy and Ag Day held on June 10th. Wayne Ehley reported that an alternate parade route should be considered as to not block traffic near the hospital. It was determined that the Preliminary Budget will be discussed at the August 1st meeting.
The next regular meeting will be held on Monday, August 1, 2022 at 5:00 pm.
