The meeting was called to order by Mayor Daniel Imdieke on Monday, December 5,2022 at 5:00 pm. Upon roll call, the following council members were present: James Gartner, Randall Meidinger, Brian Jacob, Wayne Ehley, Dennis Morris, Travis Dockter. Also Present: Attorney Joseph Hanson; Director of Public Works Virgil Hulm, Deputy Auditor Joy Bosch.
The Pledge of Allegiance was recited.
A motion was made by Wayne Ehley, seconded by Brian Jacob to approve the November 7, 2022 Meeting Minutes. Unanimous aye vote; motion carried.
A motion was made by Randall Meidinger, seconded by Wayne Ehley to approve the Building Permit Application 22-71Virgil & Laura Hulm-replace shower & vanity. Voting aye: Randall Meidinger, Brian Jacob, Wayne Ehley, Dennis Morris, Travis Dockter. James Gartner abstained from voting. Motion carried 5-0-1.
A motion was made by James Gartner, seconded by Travis Dockter to approve the Gaming Permit Application 22-08 Linton Public School–bingo from December 1, 2022 to April 1, 2023. Unanimous aye vote; motion carried.
A motion was made by Randall Meidinger, seconded by James Gartner to approve the November 2022 Monthly Financial Report. Unanimous aye vote; motion carried.
A motion to approve the payment of bills was made by Wayne Ehley, seconded by Travis Dockter. Unanimous aye vote; motion carried. Mayor Imdieke informed the council that discussion has taken place between representatives for St. Anthony Catholic Church and the LIDC. St. Anthony has offered to sell the Knights of Columbus Hall and the parking lot to the City of Linton/LIDC. The LIDC will make an offer to purchase the property contingent on approval by the City of Linton. There was discussion that it might be in the best interest of the community for the city to own the building and property.
Randy Meidinger informed the Council that a cleanup notice for junk & junk vehicles should be sent to the owners of the property located at 413 Broadway St N.
A motion was made by Brian Jacob, seconded by Travis Dockter to approve Gaming Permit Application 22-09 Linton Chamber of Commerce–50/50 raffle on November 25, 2022. Unanimous aye vote; motion carried.
Discussion was held on Kevin Evenson’s building permit to build a deck which was approved with conditions at the November meeting. There seemed to be general consensus that the project was not completed under the conditions stated and the time-frame allowed for completion. There was discussion the deck may need to be removed from the property as well as other items which have accumulated on the property. Attorney Hanson informed the council of due process which must be given Mr. Evenson in enforcing compliancy with the permit and cleanup of the property. Mayor Imdieke and Council Member Meidinger will meet with Mr. Evenson to further discuss the matter and the action the City Council is considering on the issue.
Discussion was held on the County Commissioners request if the city would be interested in buying the vacant lot located at Sampson Ave. and 6th St SW. After discussion, a motion was made by Randall Meidinger, seconded by Wayne Ehley to purchase county owned Parcel 52-0003-00149-000 for $1.00. Unanimous aye vote; motion carried.
Updated Chapters 1-3 of the City Ordinances completed by Attorney Hanson were provided to the council. Discussion on those chapters will be held at the January meeting.
LIDC October 12, 2022 Meeting Minutes, the LIDC Balance Sheet and the LIDC P&L Report as of October 31, 2022 were provided to the council.
The next regular meeting will be held on Tuesday, January 3, 2023 at 5:00 pm.
