APPROVED MAY 1, 2023 LINTON CITY COUNCIL REGULAR MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Monday, May 1, 2023 at 5:00 pm. Upon roll call, the following council members were present: James Gartner, Randall Meidinger, Wayne Ehley, Dennis Morris, Travis Dockter. Absent: Brian Jacob. Also Present: Attorney Joseph Hanson, Director of Public Works Tyler Gross, Administrator/Auditor Sharon Jangula, Deputy Auditor Joy Bosch.

The Pledge of Allegiance was recited.

A motion to approve the April 3, 2023 Meeting Minutes & the April 10, 2023 Tax Equalization Meeting Minutes was made by Wayne Ehley, seconded by Randall Meidinger. Unanimous aye vote; motion carried.

Crystal Jahner, Linton Chamber of Commerce, addressed the council regarding Dairy and Ag Days which will be held on June 9, 2023. She requested that Broadway Street be blocked off from Walnut Ave. to Sampson Ave. from 9:00 am to 6:00 pm, and from Maple Ave. to Sampson Ave. from 6:00 pm to 1:00 am and a waiver be granted allowing consumption of alcoholic beverages on Broadway St. during the evening activities. A motion to grant the requests was made by Wayne Ehley, seconded by Randall Meidinger. Unanimous aye vote, motion carried.

A motion to deny Building Permit 23-09 Robert Williamson-build shed & fence was made by Dennis Morris, seconded by James Gartner. Unanimous aye vote; motion carried. The denial was based on using railroad ties for the foundation.

A motion to approve Building Permit Applications: 23-07 James Nagel-replace retaining wall; 23-08 United Methodist Church-replace carpet; 23-09 Robert Williamson-build shed & fence contingent on a cement foundation for the shed; 23-10 Circle H Lumber-re-siding; 23-11 Emmons County Historical Society-move one room school; 23-12 Rico Caruso-install manufactured storage shed contingent on cement foundation; 23-13 Linton Dental Center-install garage door; 23-14 Jason Hanson- install invisible fence was made by James Gartner, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve the authorization of a Temporary Liquor License Transfer Permits: The Happy Hour Bar to the Emmons County Auditorium on May 29, 2023 for the American Legion Memorial Day Supper; The Happy Hour Bar for a Beer Booth on June 9, 2023 for the Chamber of Commerce Dairy & Ag Day Street Dance. Unanimous aye vote; motion carried.

A motion to approve the Liquor License Application for Kim Kelsch doing business as the Phat Shack was made by James Gartner, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to deny a variance request to build and maintain a chicken coop for 4-6 hens on property located at 900 1st St. NW, Linton was made by Randall Meidinger, seconded by Dennis Morris. Voting aye: James Gartner, Randall Meidinger, Dennis Morris, Travis Dockter. Voting nay: Wayne Ehley. Motion carried 4-1.

A motion to approve the April 2023 Monthly Financial Report was made by Wayne Ehley, seconded by Travis Dockter. Unanimous aye vote; motion carried.

A motion to approve the payment of bills was made by James Gartner, seconded by Travis Dockter. Unanimous aye vote; motion carried. Sharon Jangula updated the council on the LIDC’s “Liven Up Linton” program. The program provides funding assistance for improvements and upgrades to the exterior of new or existing business facilities, The LIDC will grant up to 35% of the project cost, with a maximum funding of $5,000 per project. Projects completed by June 15, 2024 before Linton’s 125th Celebration will qualify for an additional grant of 15% with a total grant up to 50% of the project cost. The maximum is $5,000.

Jangula also reported on another LIDC project “Community Impressions” which was coordinated through NDSU Extension. She said Linton participated with Beach, ND. Each town had representatives visit the other town unannounced and follow up with a report offering insight on their impression of the community. Community Impressions is an opportunity to see your community’s potential through the eyes of a visitor.

Jangula reported that an application for snow removal assistance for the months of October 2022 through December 2022 have been submitted to NDDES.

Other discussion during committee reports was held on the condition of sidewalks, funding for the airport, the condition of the Centennial Park gazebo, and the status of the street light project.

The council was provided copies of the minutes of the LIDC Board of Directors Meeting on January 11, 2023 & March 8, 2023; LIDC Balance Sheet as of March 31,2023, and the LIDC Profit and Loss Statement for January 1, 2023 to March 31, 2023.

The next regular meeting will be held on Monday, June 5, 2023 at 5:00 pm.
