APPROVED APRIL 1, 2024 LINTON CITY COUNCIL REGULAR MEETING AND TAX EQUALIZATION MEETING MINUTES

The meeting was called to order by Mayor Daniel Imdieke on Monday, April 1, 2024 at 5:00 pm. Upon roll call, the following council members were present: Brian Jacob, Randall Meidinger; Wayne Ehley, Travis Dockter. Absent: James Gartner, Dennis Morris. Also Present: City Attorney Joseph Hanson, Public Works Director Tyler Gross, City Administrator/Auditor Sharon Jangula, Deputy Auditor Joy Bosch.

The Pledge of Allegiance was recited.

A motion to approve the March 11, 2024 Meeting Minutes was made by Brian Jacob, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve Building Permit Applications: 24-12 Robert Williamson-remodel kitchen; 24-13 Dan Tveito & Melissa Wolf-Tveito-remodel building; 24-14 Darrel Sehn-build new home; 24-15 Paul Benedict-build garden shed was made by Randall Meidinger, seconded by Brian Jacob. Unanimous aye vote; motion carried.

A motion to approve Linton Lions Club Gaming Site Authorization 7/1/2024 to 6/30/2025 at Happy Hour adding a raffle for 7/3/2024 was made by Brian Jacob, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

Council Member James Gartner arrived at this time.

A motion to approve Special Event Permit to Sell Alcoholic Beverages from July 3 to July 6, 2024 for Linton’s 125th Anniversary Celebration to Phat Shack LLC on the sidewalk/curb/street located at 102 Broadway St. S was made by Brian Jacob, seconded by Wayne Ehley. Unanimous aye vote; motion carried.

A motion to approve the March 2024 Monthly Financial Reports was made by Wayne Ehley, seconded by James Gartner. Unanimous aye vote; motion carried.

A motion to approve the payment of bills was made by Travis Dockter, seconded by Brian Jacob. Unanimous aye vote; motion carried. Tax Equalization was held at 5:30 pm. Wayne Ehley, Emmons County Tax Director presented the council with information relevant to the tax equalization process.

A motion to approved the 2024 Homestead Property Tax Credits and Disabled Veterans Property Tax Credits as presented was made by Randall Meidinger, seconded by Travis Dockter. Motion carried 4-0-1 with Wayne Ehley abstaining.

The commercial and residential sales for 2023 were reviewed. Tax Director Ehley noted the median sales ratio for residential was 94.46 based on 37 sales from 1/1/22 to 12/31/23 and the median sales ratio for commercial was 93.88 based on 10 sales from 1/1/20 to 12/31/23.

Tax Director Ehley provided a listing of all properties within the city with their prior year and current valuation. He said there is an increase in values of $2,489,500 bringing the total valuation for all property within the city to $58,669,600. No one was in attendance at the meeting to appeal the valuation of their property. After discussion, a motion to approve the valuations as presented was made by Brian Jacob, seconded by James Gartner. Motion carried 4-0-1 with Wayne Ehley abstaining.

Other discussion was held on the removal of dilapidated buildings, parking during the 125th Celebration, fogging for mosquitos and in lieu of health insurance benefits.

The next regular meeting will be held on Monday, May 6, 2024 at 5:00 pm.

City-wide spring cleanup days will be Monday, May 6, 2024 – West of Broadway St. (Main Street) & Tuesday, May 7, 2024 – East of Broadway St. (Main Street).

A motion to adjourn was made by James Gartner. Meeting adjourned.
