The meeting was called to order by Mayor Dan Imdieke on Monday, December 30, 2024 at 5:30 pm. The Pledge of Allegiance was recited. Upon roll call, the following council members were present: James Gartner, Brian Jacob, Randall Meidinger, Wayne Ehley, Eric Schmidt. Absent: Travis Dockter. Also present: Public Works Director Tyler Gross, City Administrator Sharon Jangula.
The purpose of the special meeting was to discuss a Transportation Alternatives Program (TAP) Application and repairs to the City Lagoon.
The council reviewed a TAP Application for the installation of twenty-four ADA ramps. The deadline to submit the application to NDDOT is December 31, 2024. If the application is approved, construction and funding of the project would not begin until the year 2027.
The application which was prepared by Moore Engineering indicates a total project cost estimate of $500,000. The city is requesting grant funding of $283,255 with the city using existing funds to cover the remaining cost of $216,745.
During discussion, it was noted new federal guidelines mandate the installation of a number of ADA ramps with the upcoming street project. Therefore, the city is trying to secure grant assistance to install additional ADA ramps as needed and as funding allows. There was discussion to potentially use Municipal Infrastructure and Highway Funds to pay the city share of the project. After discussion, a motion to submit the application was made by Brian Jacob, seconded by Randall Meidinger. Unanimous aye vote; motion carried.
Tyler Gross informed the council that a leak was detected in the pipe running from the main lift station to the lagoon. He said the city informed ND DEQ of the situation. The city hired K&H Electric to repair the pipe and Adventure Divers to dive the lagoon. The cost to repair the pipe was $8,730.00 and the cost to dive the lagoon was $2,040.00. A motion to approve payment of the expenses using ARPA funds was made by James Gartner, seconded by Wayne Ehley. Unanimous aye vote; motion carried.
