The meeting was called to order by Mayor Daniel Imdieke on Monday, May 5, 2025 at 5:00 pm. Upon roll call, the following council members were present: James Gartner, Brian Jacob, Randall Meidinger, Wayne Ehley, Travis Dockter, Eric Schmidt. Also Present: City Attorney Joseph Hanson, Public Works Director Tyler Gross, City Administrator/Auditor Sharon Jangula.

A motion to approve the April 7, 2025 Regular Meeting & Tax Equalization Minutes was made by Wayne Ehley, seconded by Brian Jacob. Unanimous aye vote; motion carried.
AJ Tuck, Moore Engineering, informed the council the Floodplain Management Feasibility Study to address the stormwater entering the city from Horner’s Ravine has been completed. The updated FEMA map which went into effect in February of 2024 indicates the southeast portion of the city is prone to flooding from Horner’s Ravine runoff. The study outlines eight alternatives to remove this portion of the city from the floodplain. The least costly alternative keeps the existing storm sewer pipe in place. The pipe which currently handles the runoff water is located from 1st St. SE to Broadway and is in need of repair as the seams are opening causing sinks holes in the ground above.
Tuck presented a proposal from CC Steel, LLC for materials and labor for the installation of UV Cured in Place Pipe in the storm sewer pipe from 1st St SE to Broadway St. S. The proposal for the pipe relining is $197,760.00. After discussion, a motion to apply for DWR cost-share in the amount of $99,000.00 with the remaining cost of the project to be funded with Municipal Infrastructure Funds was made by James Gartner, seconded by Travis Dockter. Unanimous aye vote; motion carried.
A motion to approve the Building Permit Applications was made by Eric Schmidt, seconded by Wayne Ehley. Unanimous aye vote; motion carried. A motion to approve Special Event Permits allowing the sale of alcoholic beverages was made by James Gartner, seconded by Travis Dockter. Unanimous aye vote; motion carried. The council was informed the Civic Center plumbing repairs and floor refinishing has been completed. During discussion it was noted the Linton Lions Club contributed $25,000.00 to be used in funding the cost of the Civic Center plumbing repairs, floor refinishing, kitchen equipment, building sign and other needed supplies.
A motion to change the parking lot cleanup fee from $100.00 to $250.00 on the Linton Civic Center Lease agreement was made by Wayne Ehley, seconded by Travis Dockter. Unanimous aye vote; motion carried.
Discussion was held on hiring an individual for ordinance enforcement.
The council discussed a request from Shawna Paul to acquire city parcel 52-0001-00104-000 for the purpose of establishing a Children’s Park. After the park is established, she would deed the property back to the City. The Linton Park Board has agreed to work with Shawna to establish the park and to maintain the park after it is completed.
It was noted during discussion the individual that had requested to purchase the parcel at the February 3, 2025 did not follow through with the purchase. A motion to convey the property to Shawn Paul was made by James Gartner, seconded by Eric Schmidt. Unanimous aye vote; motion carried. Attorney Hanson will draft the necessary documents.
The council was provided copies of the LIDC Balance Sheet as of 03/31/2025 and minutes of the 03/12/2025 LIDC Board of Directors Meeting.
The next regular City Council meeting will be held on Monday, June 2, 2025 at 5:00 pm.
