Visitors/Public Comments:
Paul Keeney, University of Mary, and Kevin Dykema, Bravera Bank, addressed the council regarding the city’s ability to issue Bank Qualified (BQ) Tax-Exempt Bonds. The city can issue up to $10 million in BQ bonds in a year and can designate the intended use for the bonds. Banks purchasing the bonds can offer a lower interest rate to the borrower.

Mr. Keeney requested the city issue BQ bonds to assist in financing capital improvements at the University of Mary. When issuing the bonds, the city does not guarantee the debt and is in no way responsible for repayment of the bonds. The city will incur no expense for the issuance and will be paid $1,000 per million of bond issuance.
